The above trick sometimes only unlocks missions up to Mission 12. The true Usttad method goes further:

This "Unlock All Mission" file works exactly as described! I’ve played IGI 1 a dozen times, but I always hated getting stuck on the earlier levels just to reach the fun snowy missions later on. This save file saved me a lot of time. It worked perfectly on my old PC.
