The building itself has a utilitarian history, originally designed in the post-war expansion of Milan to house municipal services. For decades, it served as a secondary depot for municipal vehicles. In the early 2000s, as Milan restructured its local police force from 21 smaller precincts into 9 larger Territorial Commands, Via Friuli 30 was renovated and upgraded to a full command center.

The system was rapidly expanded to handle the massive influx of citizens. In May 2012, the service was running at full capacity with 28 people manning the same number of public desks. The floor was divided into four distinct queues, each color-coded to serve different needs: for those who had received tax collection notices, for those wanting to pay directly at the cash desk, for those with general traffic violations, and for citizens dealing with Area C-related practices. The average wait time was recorded at just 17 minutes.
